Yes it is. One of the columns has to be as the post says that performance ratings are included. You can see that the first ELO column is their actual ELO, as they didn't finish up in descending order of ELO. However, the last column is in descending order, except where players have the same number of points - in which case, the better you were thought to be, the lower your performance rating.
Agreed, SP ought preferably to 'label her axes' but I think the data is obvious enough.
